Except that the BA website is directing people to claim on their insurance and says "if you have expenses that either you were not successful in claiming or which are not covered by your policy, you may claim for only these expenses in the form below."

Slightly odd use of English language if their intent is to 'get on with it' as you put it. Surely you would just tell people to list their costs and then pay out. Why direct them to their insurers to foot the bill, unless your intent was to make your problem someone else's? The majority of travellers have insurance, but why should they be forced claim on it first?
