CP City every time over an HI if you have status, AND like this CP, they treat Elites well with both room upgrade + lounge access, so at CP also you are getting in Lounge some free eveing food+drink plus lounge b/f which you won't at the HI.
Better rooms, better furnishings, but if only having room to sleep 2300-0700 then choose for other reasons than CP being the nicer hotel with best elite treatment

Regards location, we don't know what you need/wish to do during 9-5 and eveings. Both areas are totally different in the evening, with CP area, especially at w/ends being very dead.

CP City you have combined Rail/tube Station 50m away across road, also london buses outside CP if you choose correct bus going left and the turning left at next crossroads, buses end up at trafalgar square in 20minutes, a nice option from a tube ride!

The CP restaurant is also excellent
