CP LC is on thh East side of London, convenient for Canary Wharf, the Excel exhibition centre and LCY but not so much so for central London and the West end. You would have to take the Docklands light railway from Bank station, so not a simple journey out here. No Club lounge here and a relatively small public areas. Nice, new and well appointed rooms. They did recognise status when I stayed there. After a day being a tourist, it is a little bit of hassle to get back here to change before an evening out.
For me, HI Camden is a better option. Much more to do in the local area and standard Holiday Inn rooms. Updated to have USB charging points on all sockets. Do recognise status if you have it and closer to central London with one direct underground line to West end stations with a simple change to get to LHR.
A lot would depend on your reason for staying and where you will be during the day.
I think you may be thinking of CP Docklands rather than CP City.
Docklands doesnt have a lounge and matches your description and is a conversion from a Holiday Inn
CP City is adjacent to Blackfriars and has a lounge. On a good day it can give both the Intercontinentals a run for their money.
CP for the standard of the room and the hotel for me.
Camden if you like things a bit livelier.
