I'm sure this is just the airline following government regulations and would be applied across all airlines. Not much you can do about it other than try to breathe through your shirt or some other nearby cloth that's not too gross.
Yes, it's government regulation. Depends on the origin of the flight. All airlines have to comply. There's two different methods that can be used depending on the country regulations flying to. Regardless most use the one approved by all. They spray in cabin with passengers aboard. AFAIK ex-Africa flights are the only DL flights effected. There could be some from S. America, but I don't fly down there to know.
