Although the bus itself doesn't leave from the PABT itself, the stop is on the roadway on 41st Street if that helps with the scuzziness.
That undercover block of 41st is not exactly non-scuzzy either, but it's true that you don't have to go inside the PABT. Also, the driver will sell you the ticket.
