Data point: used a targeted mailer for 50K/3K/3mo that was addressed to somebody else. Didn't need to know their name or any of their PII -- just the application codes (16 + 6 digit numbers). Approved!

Will be my first CapOne card, though I'm at like 40/24 overall.
