?? Recourse for what? OS has offerred to reimburse you expenses - what more are you asking for? You decided to spent hours on this trying to get answers from OS but it is hardly of concern to others.
Given the narture of your inquiry and the efforts made to get confirmation from OS that you would be reimbursed, it was probably sensible that you didn't this confirmation before your luggage arrived. The point is that OS will reimburse clothes, toiletries etc
reasonably needed until you get your luggage. Without the confirmation from OS you probably only purchased what was strictly needed to overcome the delayed luggage rather than "go shopping on the account of OS" (which I believe many would do with such confirmation in advance).
