OK - then it's doubly important for Hampton to do it. At first, my take was that they should do it simply because it's bad business not to. Now it sounds like they could also step ahead of their competition and possibly win business away from frustrated Starwood, Marriott, etc. guests. (Of course, I'm thinking broader than just gov't rates here. I'm thinking consistency across properties for all aspects of the programs, rate policies, and other characteristics of the international brand name - with the franchise uniqueness being the property itself.)
