I've gotten upgraded at the Hilton Hanoi as gold several times. I like this property as you can really walk around town.

At the Intercon I've gotten upgraded to the over the water rooms twice on single-night stays, both times that I stayed there. But it isn't as central as the Hilton Hanoi.
