I wonder if this could happen in the USA too? Some hotels in Anaheim proper ("too near" Disneyland?) have a flat city tax (not proportional to rate paid) added to their bills. I've never tried doing on an award stay at one of those, but it sounds like exactly the same kind of flat city tax being discussed here.

(It does not apply to the hotels technically in Garden Grove, which can be just blocks away from Anaheim proper.)
