The only tax which need and ought to be itemized in OP's example is the 7.5% sales tax. Almost all states (and local jurisdictions which impose a sales tax) require that it be itemized with some very limited exceptions.
The rest of those itemized charges are for fees & taxes which Hertz pays to various jurisdictions. But, for instance, Hertz does not break out the corporate income tax it pays to the US or any number of other taxes which it pays and which it could break out if it wished.
Consumers don't really care what the vendor's operating costs are, all they care about is that one way or another Hertz arrives at a number it can live with.
