I am also of two minds to this subject.

Having a basic competency requirement is reasonable. Included in this should be things like "emergency first aid", "basic Japanese language skills" and ethical standards.

However, letting free market decide will keep prices down.

In the age of the internet, bad ones will run out of business and the good ones will thrive.
