BIG change recently, the federal Joint Travel Regulation prohibits use of govt air fares for non-govt employees, a policy happily endorsed by the airlines. I'm tending toward the notion that someone in the travel agency isn't quite following the regs. Enjoy it while it lasts

These travelers might not be FEDERAL employees, But they are contractors working on Government project. It's up to each individual airlines or hotels to honor or decline the government rate.
