1) They would provide that as an option, but your colleague does not have to agree to that. Naturally, if he does not then he may incur delays. Did he request PE with AF/LH/AC or just accept the first choice given to him?
2) The expenses of going to and from the airport, but nothing else.

1) I think that BA reps have been given the power to refund trips if people no longer wish to take them. But I doubt that they would cover the cost of the UA ticket.
2) Gate departure was 12:13. Gate arrival was 14:30. So no EU261 compensation.
