But the problem with this argument is that most of the hotels that I stay in don't restrict access to ANYONE wandering the halls. To be fair, I mostly stay in Hilton and IHG family properties (Predominantly Hilton, HGI and Crowne Plaza, with the occasional HIE or Hampton), and I only stay in 1 - 3 of them every week, and only in the US - but I would hazard a guess that out of the 100+ hotels I have stayed at in the last, say, 2 years... MAYBE 10 of them required a room key to activate the elevator, and maybe 10 more required a room key for a subset of floors (executive levels, for ex).
So, if someone wanted to do something nefarious, they would have better luck with putting on a polo shirt and khakis, and carrying a backpack over one shoulder - and then just walking through the lobby than faking a delivery uniform.
