I found the CI phone agents (multiple offices) friendly but useless and had the same experience you did. I ended up picking two together in the back (the last 3 rows on the 777), which were open to anyone.

At check-in, the awesome agent at KIX moved us up without asking. "It's still two together, but the seats are wider." That said, my subsequent experience with SP check-in at TPE (when I was already confirmed in J) was meh at best, so it may just be a YMMV kind of thing. It can't hurt to ask if they don't outright offer.
