This has nothing to do with Hilton and everything to do with the property, location & security situation in the area.

OP hasn't named the property --- always a helpful fact --- but the policy seems to be a solid middle ground. Not banning food deliveries, but also not sending delivery people up to guest rooms.

I am fine with the policy even though it's a minor hassle. I don't want non-guests or employees wandering the halls.
