Yes that is what I feel too (and you quoted me where I said so). In a way it's an advantage of having BOB stock to hand since there is an easy remediation route available, it's not something that happens that often either. I suspect the reason why it's a very strict no-no is that the stock is actually owned by Tourvest and there it causes (resolvable) complexity if items are given out without being sold.
