I experienced this row 11 window issue on my BWI-SEA flight a few weeks ago. It wasn't terrible as I was in the aisle, but if I had requested a window, I would have been pissed.

Considering many window shades are now drawn because everyone wishes to watch their devices in stygian darkness in the middle of the day, a small minority is likely to be upset.
