Assuming that the check in desks won't accept the bags early, there is left luggage offered at FCO:

I would suggest leaving bags there, then getting the bus (maybe the Terravison) into the city. It's much cheaper than the Leonardo Express, and takes a similar amount of time.

They arrived at FCO just before noon and were quite happy to sit in the airport until check in opened but saw the BA desks attended so they went over and their bags were accepted and boarding cards issued and travelling Club Europe they went straight to the lounge for what they described as 5 hours of bliss. A totally unexpected bonus for them. I was surprised at this but glad it made their experience a lot better.
Having used the FCO lounge for the first time a few weeks ago, I can only assume your parents aren't frequent lounge visitors, as bliss* is certainly not what I'd call that lounge!

Still, i'm glad they enjoyed it. The new non-Schengen pier is quite pleasant though.
* I'd say dark and depressing. I had a 30 minute wait which was more than enough.
