I emailed Condor about a week ago and got a response:

The Thomas Cook planes have also a Premium Class with more legroom. But their planes do not have an inseat entertainment system. They have overhead screens.
So I guess that explains G-DAJC on the route. Any idea if I should try for a discount since I bought the tickets assuming PTVs would be in place?

On their webpage about Premium Eco, they make a mention of this, but not for summer:

During the winter season, some Condor flights are operated by Thomas Cook Airlines UK. On these flights, Premium Class seats do not have headrests and footrests. The entertainment programme on these flights is broadcast on central ceiling monitors, and comprises a selection of different movies and TV shows.
While it has definitely been colder than usual lately, I don't think anyone would consider June to be part of winter in Europe or North America.
