It's not grey at all - you are subject to the jurisdiction of the UAE.

As for enforcement, that is, of course, a different matter!

But they would be well within their rights to take blood tests of all airside transit passengers and arrest people for possession of controlled drugs if detected in bloodstream (in the UAE, detection in blood counts as possession).
