My 2 cents is that there are likely rules, but I suspect what each GA / FA do varies considerably.

On a recent SFO-PDX connect of a PVG-SFO-PDX, I was first inline zone2 with a "large" roller and my backpack. As it was full last flight just wanted to be early in Zone2 to get ample space, so I was first. Not sure why but the GA demanded a size test, I failed, and I argued as it did fine outbound from PDX and inbound and this last leg wasn't a commuter, they threatened me.. She had none of that and threatened me to be removed.

In the end, I wanted to get home so I let them check it. I was on early saw many a larger and fuller roller come on board. The lasting insult, was that there was spare space even on the full flight. I guess I didn't see the other random people pulled over, but I suspected the GA just wanted to make an example of the first person.

My only request, if you are going to enforce, enforce EVERYONE. Nothing brings out unrest than perception of unfairness, and I was treated unfair.

United is lucky that they own some of the best departure times or I'd so be done with them between the service attitude, food and mileage and experiences like this re-enforcing that Oscar's note hasn't waterfalled to the workers!
