It is not an accident when deliberately selecting another country - that is simply fraudulent

For those booking from UK, there are forms of payment that can be used on BA that incur no fees, such as debit cards, that those outside the UK cannot, which could be a reason not to apply the surcharge elsewhere

I think that the problem is that the authorisation process doesn't care about country. It would require BA to perform the validation of card country before taking payment
