For a minute, I thought the claim was that TSA wan't able to hire enough people and instead was acquiring employees using a new version of compulsory national service. Maybe it's a British use of the term "draft" to mean recruit more generally.
It's also an American use of the term for "draft". A military conscription draft isn't the only way to draft employees/personnel into an organization.
