So when seat map only has one seat vacant (30C was taken and 30H was blocked, so maybe 2 seats vacant) with W3 showing, does that mean CX decided to sell some of the J seats as W and potentially op-up their elites?

The overall loading should be low as CX decided to downgrade this flight to A333 equipment about 2 months ago and Y cabin showing Q9 O8.
Have you checked Expert Flyer for the actual map? CX always block seats for elites. I suppose it's just revenue management at work. I wouldn't worry much cause you will most likely be flying or even better, upgraded to J.
