the Amex cards available depend on the european country you'll reside in.

AFAIK, the Starwood Amex card is not available in Europe at all, but you can
apply for a "blue" in most countries (but with slightly different benefits than the US card)

A good alternative to local cards are the International Euro Currency cards :
see Amex International Euro cards .

These cards are issued and managed by Amex UK (english speaking customer service).
Card account may be settled by (efficient and cheap) european bank transfers with BIC/IBAN to Amex Bank Germany.
