The US now more routinely warns US citizens that US citizens are required to use a US passport to enter and to leave the US, but the fact is that the law "requiring" that was made legally toothless decades ago and that it's always been the case that US citizens could legally enter or leave the US without a US passport -- at least by land crossing.

The US just wants things to be as simple as possible for the USG and US citizens, so it has ramped up the notification about the "illegal" nature of entering and exiting the US without a US passport when the person is a US citizen.
