You're generally right, but I've heard from people who abstractly value SkyMiles at 2+cpm (because they do a lot of J redemptions or whatever) but get such a large volume of paid work travel generating SM that they can't actually use them up on leisure. There's a leveling effect where the base value is high but the incremental value is low which may entice them to spend on stuff they wouldn't exchange cash for.
