No. That's not a stopover. That's a land segment (missing air segment) in an award. AS one-way awards do not allow missing segments.

My experience is AS is pretty lenient on this. I've booked LAS-SEA(nine month stopover)-LAX-HKG-BKK on AS/CX F, as well as DUS-ORD-SEA(three month layover)-SAN-SJD. I've seen other people post itineraries with layovers in SEA or the gateway. How exactly is waiting for months in SEA, a city that wasn't even the gateway, "getting me to the gateway city"?
As far as I can tell, AS awards work like
AA awards used to; layovers in gateways or hubs can creatively turn your international redemption into a free one-way. I'm not sure they won't allow time in the gateway hub (LAX) instead of HKG. (Worst case, OP can try taking the stopover in SEA and do a cheap SEA-LAX-SEA trip.)
