Best thing to do here is to check other carriers. It's a fallacy that WN is cheap and you may find that you can fly another carrier for about the same price and not sit on your luggage for 3-4 hours like a hobo.
I highly doubt other carriers will accept the bag more than 4 hours ahead unless it is on the same ticket as the international arrival and already tagged. Finding an earlier flight, on Southwest or elsewhere, seems to be the only workaround to the holding bags until T-240.
