Unfortunately, I highly doubt united verifies against a secondary, government issued ID at the gates or to access the flight decks. I am sure the check is to look at the photo on the pass, plus the name and make sure the employee ID# matches and the date on the pass isn't expired.
United would have done better to distribute a randomized, alphabetical list of all their employee data / ID#, without indicating which ones had secure flight deck access.
I've seen flight crew scan their badge on the Boarding Pass scanner at the gate. I also see a badge scanner at the entrance to a gate. The pilots and flight crew are all allowed on the flight deck. I would think the greatest vulnerability would be from people like the cleaning crew
