I had that last time at bus gate too - guys with destination boards at the bottom of the stairs pointing you to the right bus for your next flight. I don't know if they were there or not and can't ask him now.

I'd bet this is the exact case, and therefore why the fee was levied. Their view is probably "How is it that 25 people from your flight made the connection but you did not?"
This could be the case, but as I said above, he doesn't usually hang about in the airport. I'll get his story later if he's not too drunk from the extra 7 hours in the airport.
