Who should we talk to at the airport in Frankfurt? Is there some desk that is better than somewhere else?
The hardest thing is that the Lufthansa crew is refusing to talk on the phone with me and my father in law tries his best English.

The offending line in the timatic text that they said my father in law did not fulfil but my mother in law did fulfil
"Nationals of Syria arriving from Switzerland or an EEA Member State must have an entry and exit stamp in their passports issued by the arriving country and the departing country."
This is the first time my father in law will leave EU and quite naturally he only has 1 entry stamp into EU (at ARN-Stockholm). When he was supposed to leave FRA going to BEY he will get his EXIT stamp from EU. Other than that, they are both permanent residency permit holders in Sweden.
The reason they said my mother in law can go is because she has several earlier entry/exits in Europe. The fact that this is my father in laws first trip out is what denied them boarding.
It makes no sense.
Are there no hotlines specific to visa questions at lufthansa?
Shouldn't they at least fly them back to their original country of origin?
