I heard the same but after visiting outside of splurging on 'high end' I don't believe it to be an expensive city. If you dine like the locals, enjoy street food and markets the cost to be there isn't all that bad.

Myself and a few friends did an AirBNB(2 locations) and for 10 days the total per person was 125 dollars US. This was in Tokyo itself and Osaka.
