This might be a simple case of the hotel staff not noticing the keyboard because they (should) never use it. In a perfect world, every inch of public space in hotel will get cleaned. But, that's not reality.

If this bothered me, I'd tell someone. If I did that and it doesn't get fixed, then it's a real problem.
