You won't sit in a Delta One cabin for $1k, though it could get you a nice discount.

If you are OK with domestic style first class (which would be called business class if its international), you might consider Mexico City. It is quickly becoming very popular, and you can eat at some of the best restaurants in the world for much less than in the US or Europe.
