I would not take a morning flight to Yangon on the same day you're supposed to fly back to the States, but I might be more conservative in my planning than you.
Again, I've never flown in Myanmar domestically, I've always traveled by bus.
My experience of internal flights (we took three) is that they are generally slightly late, getting later as the take-off time gets later. Having said that, baggage claim etc. is fast and you get out of the airport quickly.
