Well that's lame. As someone who's traveled for work while nursing a baby, those rooms are hard to come by. It stinks that people are using them not for their intended purpose.

I'm not yet a parent, but I've seen friends and family struggle even just in their workplace to find a decent place to pump/nurse - let alone while travelling. I was very happy to see those make an appearance at ATL and a few other airports, and would be pissed if the room was unavailable to a breastfeeding mom because someone had decided to take a nap in there.
