Storing bulkhead bag under your seat

On a recent flight, the person in row 1 had a small laptop bag. I was behind him. The FA told him his bag can't be on the floor infront of him. She took the bag and put it under HIS seat so in MY underseat storage space. She didn't really ask me if it was ok but rather just said "I'm going to put his bag under the seat here". I was a little bit in shock because this has never happened to me before. The guy actually turned around and said "is it ok?" or something and I just said something like "I guess". Later after she walked away and the plane started pushing back, I recall that my own laptop bag was in the overhead bin and I was pretty sure there was ample space on top of my bag. I figure the guy will take the bag after take off or I'll just stick it up once we're in flight except he never did and the pilot never turned off the seatbelt sign for the entire 1.5hr flight. I guess I was trying to get some sleep so I wasnt bothered enough about it.
Now that the flight's over, the more I think about it, I think the FA was very lazy not even looking up in the overhead bin to see if there was room or offering to stick it in the closet (assuming one existed on the CR7). I've never encoutered this before. The only thing I can think of is on a 737 where they ran out of space and the FA stuck a bag in an empty space under the bulkhead cutout (where ones feet cannot reach)
