An exit row seat is just a normal seat for most purposes. You can absolutely store your bag under the seat in front of you. Many find Row 21 to be their favorite on the plane; the only potential drawback is the wing obscuring the window. As long as you meet exit row criteria (willing/able to assist in an evacuation), go for it!
