Guess to be clear --PPBM does not mean the bags must go with the passagner --- airlines are regularly sending (such as delayed) bags on flights without the passagner, including international routes. PPBM means the passagner can not voluntarily separate themselves from their bags and the airlines can require the passenger travel with the bags. But when it is to the airlines benefit to separate the bags, they will, they do -- with no penalties.
