Who said you need a US credit card?

What you do need is a US mailing address. You can't even use a Canadian address.

But the credit/debit card, all that Rewards Network takes is the 16 digit number (they don't ask for the name on the card, they don't ask for the expiration date, etc), and they don't analyze it for where it's based AFAIK, they just compare it against restaurant purchase data they get from participating restaurants.

So I suggest you not worry about the credit card until you figure out how you're going to get a US mailing address. If/once you get that and can sign up for the program, see if it'll accept the credit card(s) you already have (from outside the US).
