Keep sending the request, once per day. I just went through this on my most recent 50k/$3k + 10k/$5k card, and on the 5th request somebody at Citi finally approved the extra 10k match. I alternated sending the SM with the topic "Account - Offers / Promotions / Rewards" and "Account - Other". It doesn't matter which one you use because I've seen the requests get approved using both.
