So at that point it's possible (but likely not guaranteed) that Citi will reimburse the fourth night, because the Folio amount is going to be somewhat less than the amount that was booked/paid for through their travel service.
That is my interpretation as well and I plan to try this later this year.

Also, is there any way to combine it with Fairmont's 5th night free promo that they often offer on their site? Not sure it's available via third party bookings, but that would be real winner if so.
