No. Points & Cash bookings don't count as 'book and pay' for these promotions. They're buying some extra points (though not in a way that would trigger 'buy points' if you have that task too) and then using the points you bought for the room night.

So you'd need two nights to trigger the completion bonus- the point & cash night, and then a night somewhere purchased normally with the IHG credit card.
