Having no problem here in Japan to get Japan site and English.

Go into your profile,scroll down to preferences and click on Regional
and Language preferences. In my case my primary United address
is in Japan, so there is no choice to make for me there. But you
can make the choice of English as preferred language.

Hope this helps.

If your address is not in Japan then just click next to the little
globe on top of the site..It will give you the choice of country
and available language options.In Japan it's Japanese or
English. It will prompt you to choose and offers to save your
preferences. Not sure if this one "sticks". But at least for the
period that you are using the site, it should remember these
preferences.
