Nobody is sitting anywhere looking at every PNR. UA simply has its software set up to flag PNR's with change fees waived where there is no code for a specific reason.
AA has simply removed front-line agents' discretion to undertake many tasks. Maybe that is next here.
I don't think the op (mind you.... the post was from 2015) was upset. He just asked if these things are monitored.
