Those that wrote the rules were not thinking. I have seen other companies use this approach (biggest increase) and it rewards the WRONG people for the WRONG behavior.

to quote their rules: ... Large stations and small are on an even playing field in the contest because the challenge is to achieve the highest percentage increase per passenger over the same period last year.

So, station A, that was collecting fees 94% of the time, now hits 95%. Meanwhile, station B, that was collecting 68% of the time increases to 78% and WINS. What's wrong with this picture? According to the rules, station B is doing a better job.
