Exact same experience here. No change, IME, over last year, they always want to put me on a waitlist for a few days/weeks and the upgrades inevitably clear (in my case usually a week or more before the flight.) I can only recall two or three times that the upgrade was cleared at the time of reservation over the last 2 years-- even on flights that were very lightly booked.
